Stuck rear shock absorber bolt

My passenger side rear shock absorber bolt has decided that it doesn't want to come out; I got the nut off and the bolt spins but that's about it. I soaked it in PB Blaster and then smacked it with a sledge, but no dice.

Any ideas anyone has?

Grinder and cut off wheel...

The bushing sleeve is seized on the bolt... try a bit of heat maybe... but you will likely set the bushing on fire.
