Steering Rack lines

My 2002 Explorer 4wd V8 has developed a leak at one of the lines on the steering rack. It is one of the two metal lines that connect between the left and right ends of the steering rack. I see these sold as part of the steering rack, but not as separate items. Can these lines be replaced/fixed or is this a steering rack replacement. They look brake line-ish in terms of the fitting and tube so don't know if they can be treated as such and replaced. I have a good view of the one end that leaks but not sure if the other end is accessible. I am not sure if the leak is the line itself or from the fitting.

Any help would be appreciated. Thanks.
