Every once in a while I slip up and give good advice...Your computer doesn't have a cassette player by chance does it?
I agree with Mark_88's post, it's one of the few he has with good info.
I see two problems...one is that you have on-board sound already and it may be conflicting with your PCI card...the second problem is the same as the first...try removing the sound card, plugging your speakers into the on-board sound and see if it works any better...but you may need to remove the software for the PCI sound card before either of them works properly...
Ask your mom's bf if he can disable the on-board...and watch him so you will learn something about computers...they're very simple...usually...

BTW, my computer does have a cassette player...I think...but I broke the door to it when I put my coffee cup in there by mistake...
