What shape are they both in? Is the B2 still a 2.9, and D28/7.5, etc.? I would need more details.

IMO keep the interceptor, it has the better engine, rides nicer, and seats 4 more comfortably.

Well i would look at what you want first. The first question is car or truck? would you rather have the ability to have fun off road or have more fun on the road? I imagine the vic gets around nicely with the v8 so for day to day use id say the crown vic would be A LOT funner than the B2. But if racing around isnt your thing id go B2 Also with almost 200k on the vic and 60k on the b2 id personally go with the b2 because 1. Its a truck 2. Its a b2( i love them) 3 lower mileage 4. more cargo room . Really i think it comes down to your personal choice they are both relatively low mileage ( with the rebuild) so they should both have a lot of life in them ( my b2 has 200k on it and while maybe not the best is still a good rig) and probaly has 100k left on it ( fixing the occasional blown gasket etc). But for day to day fun like i said the Vic would be much much more enjoyable lets face it you wont be able to impress your friends as much in the b2 as you would in the Vic. Me personally if i took the natural disposition for the B2 out of the equation i think i would keep the Vic. Better gas mileage and having fun around town is much more practical than off roading which wont happen as often as getting side ways around those street lights :D well i know that was more pesonal oppinion but i hope i can help your decision in the trade.

My thought as well. He needs to get some cash too if this goes down.

Also, I don't imagine a 2.9 moves 33's all that well......

It's decent if you're geared properly (mine moves my 35s quite adequate with the 5.13 gears).

Two entirely completely different vehicles though. Your needs should dictate what you should do.
A Crown Vic isn't gonna do well off the road, the BII is gonna suck on the road compared to the Vic (your rear seat passengers are going to need some level of fitness to be able to make it into the back seat of a BII).

How about posting up some pics of each?

Edit
Too slow on the pic suggestion lol

I vote BII, I am just not much of a CV fan.

The only way you are going to impress anybody with the CV is in the demo derby at the county fair. 215hp in a boat is not that impressive for "racing around"...

But if you do need a comfy car to drive around the world in, the CV would be the ticket.
