Running lights, dash lights and license plate lights

I snooped around a bit but didn't find anything quite like my situation.
My parking/running lights, dashboard and climate control column illumination lights, license plate lights, tail lights, and left blinkers are not working. My parking and license plate lights fuse keeps blowing and now my four way flashers fuse keeps blowing out. I have been told that a ground problem may be at cause. Does anyone have any ideas? I would greatly appreciate any help!

Go through all of the light wiring. Shorting to ground is the most likely cause. Which means your wiring is somehow grounding itself on the power side of the circuit (before the lights). Easiest way to check this is taking a multimeter, setting it to DC Volts, put the positive lead on the battery and the negative lead on the power side of the light. The meter should read zero volts or very close to zero. This is all done with the circuit turned on. If the fuse blows up before you get to do the test turn off the lights and switch the meter to ohms. Again you should see nearly zero. If a higher number shows up shorten the test area (go from the battery to the fuse, then after the fuse to a connector, etc) until you find the problem.

If you don't have a multimeter or can't get one all you can do is trace the wiring. See if the insulation has been rubbed through and if it's touching somewhere it shouldn't.
