I have a 90 2.3 liter that is running at 3000 rpms. Any ideas as to why this is happening? I am going to change the iac valve to see what will happen.

More then likely the IAC is stuck open.

Or you got a hellacious vaccum leak

It's not going to be a sensor, it's getting air so most likely the IAC is stuck open or the throttle cable is sticking open a little.
