2.5L ('98-'01) Persistent P0401 Code

I Have a persistent P0401 code in my 2001 2.5l Ranger. I have installed New EGR, New DPFE, New silcone hose to DPFE and EGR pipe, have even removed EGR pipe and squirted in carb cleaner from all four openings & dried with 20psi air. I have checked Voltage at DPFE and is as follows:
with electrical connection not connected to DPFE
wire readings with key off .05v bottom(reference) wire., .0v middle(ground) wire, .05v top(signal)
wire readings with key on engine off 5v bottom(reference) wire., .02v middle(ground) wire, 4.98v top(signal)
With electrical connection plugged into DPFE Engine at Idle 5.04v bottom(reference) wire., .00v middle(ground) wire, 2.82v top(signal)
Any help in solving reason for this persistent code would be much appreciated. Thanks

Pull intake manifold, remove egr valve, use a steel probe to remove the “blockage” from the egr inlet passage on manifold. Clean with carb cleaner before reassembly and blow out any fragments.
You have a complete obstruction of the passage.

been there, tried everything, then found the 1/2 inch thick plug of carbon blocking passage.
