Well generally I consider it normal operation for the brake lights to only come on when you hit the brakes. I'm sure most people will agree with that assessment.
If however you are saying that you have no rear marker lights, that is a different issue (and filament) altogether.
Assuming only the rear markers do not work I would first check the bulbs, it is not impossible for them to both be burnt out at once.
If none of your marker lights are working I would look at the main light switch. They have a tendency to overheat, and it usually results in burnt pins and non-functional marker lights.
Final note, "break" is what you do to a kit kat bar. Brakes are the things that stop the car, unless you drive like my sister in law. Then the car in front of you is the thing that stops the car.
