Oil Filter mount wiggle, leaks

So my oil filter always has some oil mess around it and above it. Not dropping much, just seaping. I’ve changed it a few times, never double gasketed, and always noticed that the filter swivels a bunch if I push it this way or that. It’s tough to see that part of the engine so I’m unsure what to check for, like if there is a bolt or two to tighten that holds the mount to the engine.
There should be no free play there, correct? Something is not good?

What filters are you using?
Don’t recall, but a good reputable one.
The swivel / motion I’m talking about is not the filter thread sealing well or not. That’s fine. The whole darn contraption above the filter swivels / rotates a few inches like a pendulum. Like whatever piece that is that provides the connection from filter to engine, is freely movable.

Hmm. Ive never paid attention to that part. Broken bolt maybe?

My shits so crusted in cooked oil id have to empty 3 cans of carb cleaner to see anything
