Also double check your specs for pressure, i’m going by book readings

35 is way too low for a 99 4.0
You are correct, you should be seeing around 65psi for a '99. What was the reading you got?

A timing light is really only useful on the #1 plug wire, to see where that spark plug is firing in relation to the timing marks on the crank pulley... what is this "banks" thing you're talking about? Fuel injectors? There is not really a correlation between those parts, a timing light will not tell you if the injectors are firing........

So what were your fuel pressure readings on the analog gauge? I don't see where you posted those. Just those EEC-IV codes. 63 is a low voltage @ the throttle position sensor code... could indicate a broken wire or bad ground, if the TPS isn't working, you will see weird symptoms happen.
you’re not understanding 63 PSI is my reading. I’m not running an electronic thing. When I said it’s not throwing codes, I meant my CEL isn’t on. I can swap throttle bodies ( both have a sensor, but I doubt it’s that. this crap only happens when there is a “load” on the engine. eg any incline in motion. doesn’t do it in neutral in the driveway.

also TBH timing light not firing is telling me there isn’t spark, or it’s missing via spark system. on every vehicle i’ve ever hooked it to it flashes on every cylinder, i’m not looking at timing , it’s a safe way to not get electrocuted testing for spark.

OH, I see. I read your post as saying that those KOEO/KOER numbers you referenced were actual EEC-IV error codes that you were getting on a code reader and it made sense to me that you were referring to that since I had understood this to be a 1990. Sorry. I didn't know you were referring to fuel pressure.

Try an in-line spark tester, they are $5 at Harbor Freight and are a little more reliable than using a timing light but I guess either one, in theory, should give you the same information.

we can mark this one as solved. The crank position sensor on the front of the engine, looked a little out of whack. I slapped a new one on there.. also my secondary O2 may have been wired upside down, I swapped harnesses all problems gone.
