Need help with 1989 ranger 2.3L 4x4

I have a 89 ranger 2.3l with original never touched motor (high miles). The expansion plug has rusted out so I have pulled the motor to replace them all. I have all new seals and gaskets to put in. As I took the head off the block I noticed the valves have a lot build up. I was wondering if I should replace them since I have everything apart? Or anything else like rocker arms or lifters etc? Or if I should just replace the seals and gaskets and put it all back together. I have never worked on the inside of the motor so any tips would be greatly appreciated.

"If it were me" I'd call around the local automotive machine shops to see if any will look at your head and give you a quote for a valve job and inspection, AND I'd also look online to price new or rebuilt "loaded" heads. And then take it from there.

It's kind of a slippery slope when you start replacing "ain't quite broke yet" parts on a high-mile motor. If the valves look sketchy and you invest in new valves, a valve job or a new head, are you confident that bottom end doesn't need equal attention? (as in bearings or rings)

Do put on a new timing belt, though.

It is good that you're taking on learning to do engine work, and hopefully others will chime in here, that know the 2.3 better than I.

Buildup on the valves isn't a huge deal, it's the sealing surface that is important, if it's pitted and worn that is not ideal, and on the head side the valve seats can recess into the heads and throw off the valve geometry and flow efficiency which causes some odd running issues at times. The roller followers and cam on these aren't really known to be wear items but I would do the normal stuff like valve stem seals and such
