Mile Marker manual hubs question

Just bought a pair of Mile Marker 426 hubs for my 99 off of eBay, NOS for a good price, but the pass side one just doesn't lock. During installation, I can push the hub most of the way onto the axle shaft, and it turns the axle but as soon as I press the hub fully in place, the axle is free even though the hub is in lock position. I'm new to this style of hub but I can see that when I try to install, this outer spline ring just gets pushed back and doesn't slide into the wheel as it should. I'd rather not install/remove/install/remove these because I will break off the little tabs and I may have to return these. Anyone know how I can fix this or if these hubs are just junk? Driver's side seems fine. Thanks for any info.
