Looks like either
T10mm WedgeBase Sylvania#74\906\912, Do NOT use Sylvania#921 They Burn Too Hot & Melt Plastic
T5mm WedgeBase Sylvania#161\194 , Do NOT Use Sylvania#168\2825 They Burn Too Hot & Melt Plastic
Measure bulb base width MilliMeters to be sure.
Do NOT recommend swapping in LEDs;
they're polarized & look good at first but quickly flicker & go out;
glow dimly in several circuits when they should be fully off;
bulbs are simple & last much longer.
Do recommend while you've got dash center panel & cluster apart, change all bulbs & do general house cleaning inside dash.
My 2001 ExST (same as 2001 Ranger) needs 16ea T5s & 8ea T10s in the dash, not sure about your 1999\2008.

Thanks - I'm going to take a close look at a #74. It at least looks approximately right. I really was expecting to find writing on the bulb or a readily accessible list of replacement bulbs for an '08 Explorer, but haven't come up with much yet.
