It was towed from an apartment complex, so it's not about law but apartment policy on private property. It may have been a jerk move, but I don't see any reason to conclude that it was illegal.I'd call the tow company and advise them that they just bought a Ranger for $40k since they illegally towed it...doesn't matter if its got plates or not a temp tag says its in fact registered. No way I'd pay them $300+ for taking a vehicle they had no business touching, and how'd the tow company "damage" the front bumper during their illegal tow?
Also, looks like the dealership deleted your review...they love to do stuff like this when someone leaves a negative review catching them in a lie or other illegal shenanigan's. Not a fan of dealerships...and given you were over-charged for the vehicle I'd make a point to tell them they owe you a replacement bumper for that damage they sold to you, or they can buy the truck back.
