The trucks were coming down the line without the clips. The drums were loose, and sitting crooked. That made it more difficult for him to do his job in the time he had.
Most stations on the line have a little more time than the tire guys. The big lug nut gun (installed and torqued all 5 lug nuts at the same time.) didn’t have tons of side to side movement. If it took too long to seat the wheel, than you could not have enough time to fully torque that wheel before you ran out of side travel.
So he shut the line down and told his supervisor to “make that motherf****er do his job right, so I can do my job right”. His supervisor came back with a handful of those clips, which my father promptly smacked to the ground.
