I think RonD has it... There's probably not a lot of wiring length to look over since it looks like both the fuse socket and relay socket are right there in the battery junction box.

Any electrical mods to the truck? (aftermarket lights, switch pods, etc.)?
Electrical is all stock. Gunna look at that area right now for a short

I would bet there is no wire between the horn relay and the horn fuse. It's mostikely bussed.

Yeah, it doesn't look like there is any way to open the fuse box. Molded together

So it sounds like I might have to replace the entire fuse box unfortunately

I would check with Ford first, this doesn't read as a "one off", or maybe something was left inside the fuse box during assembly, something metal, and when it shifts position it shorts fuse/bus to 12v full time
You said "bouncing around" was when you first noticed it

I ordered a new fuse box. Once I get the box, if it does fix the problem I will cut open the old box to see what caused the issue and post pictures here

Installed the new fuse box, problem is fixed.

Took apart old box, I don't see anything wrong.

Pictures here for future reference. This is the KB3Z-14A068-A model, whis is one of three models this one being the one that supports 4wd with park sensors.

Crossed threads are tight threads.
So your fusebox was "stuck on"

Those white boxes are soldered in place relays. I'd bet $5 that one is stuck.

Mouser sales them for $3 a piece. They can be a pita to de-solder though. Usually easiest if you can to cut the legs and de-solder one at a time.
