So no Flashing Theft light and no CEL

Get your 2004 owners manual here: https://www.ranger-forums.com/general-technical-electrical-18/ford-ranger-owner-manuals-1996-2011-models-3747/

Fuse and relay locations start around page 138
Makes sure you are looking at 2.3l model

Symptom reads like a fuse is bad or PCM relay is not working
In Engine fuse box check fuse 11, 30amp, it powers the PCM, test it with ohm meter or swap it with another 30amp fuse

Put you finger on PCM relay(54 in engine fuse box) and have someone turn the key on, you should feel relay "click" on, key off, it goes off, repeat to make sure its working
If not then you will need to go inside to SJB(cab fuse box), and not sure where the power diode is for this, just have to have a look in the cab fuse box

CEL off = your computer is off.............so theft light will flash because it can not "talk" to computer

Okay well if it's not the fuses or a relay what else could it be other than that?

Ok i got the new pcm ive hooked it up and it still acts and responds the same ? No check engine light pats flashing and same other lights that light up and the obd2 port still can not connect to the vehicle with either PCM and I've read that you should always be able to check codes

Yes, the computer is NOT powered on, so no CEL and NO OBD2 connection

Not sure what you want us to do?

You are there we are not
Test PCM fuse to see if it has 12volts
Test if PCM relay has 12volts
test if PCM relay "clicks" closed with key on

Test the 2 red wires on pins 71 and 97 on the PCM connector, they should both have 12volts with key on, IF..............above is OK

Okay found some corrosion in the fuse box under the hood fix the wire that had came off and corrosion. I cleaned all of the grounds again still same problem but I have around 112 ohms between the CAN lines but I can't seem to find the wiring diagram for the 04 Ranger to find the resistors and modules that are all connected anyone have any links? And possibly some pinout diagrams for the PCM plug

FYI IF YOU ORDER A NEW PCM FROM FLAGSHIP ONE WITH KEYS FROM THEM ON A 2004 YOU DO NOT HAVE TO HAVE THEM REMARRIED AT THE DEALERSHIP I PUT MINE IN AFTER I GOT IT TO STARTED AGAIN AND IT RUNS JUST LIKE THE ORIGINAL ONE WOULD AND THE ONLY THING I GAVE THEM WAS MY VIN NUMBER

Hope this helps someone
