Help ranger newbie

Recently purchased a 97 ranger 2 wheel drive.3.0 rebuilt engine.? About camshaft orientation. Brought engine to TDC #1 to drop camshaft syncronizer .for the first time. The syncronizer tool just needs to be at 75degrees counterclockwise from center of engine? Correct?
