That's correct. The MAX A/C setting is the way to recirculate air.

The older model Rangers only have recirculating air with max A/C. All the other settings draw air from outside the cab. 2019 was the first year US Rangers got a separate button for it. I suspect the Ranger the rest of the world got in 2012 got the separate button was well since the US Ranger is based on it.

what happens on cars that have both a recirc and max setting? Is it just redundancy?

As said the MAX AC selection is the "re-circulation" setting in your vehicle, and most vehicles that have AC now-a-days

This has nothing to do with TEMP control

Automotive ACs coldest temp at the evaporator is about 38degF, must stay above 32degF or moisture in the air will freeze on contact with evaporator, coat it with ICE, and that will BLOCK air flow into cab from the fan/blower

Heater uses hot coolant, at minimum 180degF, closer to 195degF

Mid-temp between 38 and 180degF is 142degF, and that's a little warm for cab temp, lol

So the HEATER will always win out in a battle of "inside the cab temp" even if AC is on full, which it always is when its on,
AC has no "temp control", its on or off, temp is controlled by the heater core air flow

So MAX AC can be used to cut off outside air even on the coldest day, so no need for separate outside/re-circulate selection, it would be redundant

Vehicles that do have a separate outside/re-circulate selection often just have an AC Button(on/off), so the climate control lay out can be the same on ALL models whether they have AC or not as an option

In the Rangers MAX AC is the re-circulation "button"

As far as I know, older cars (my ranger) has max ac on the vent selector (floor, face, max), so that’s the only option to have recirc. My guess is that makers gave the people the option to have recirc on all vent settings, but it was confusing to some. So they experimented with having both buttons. Some ppl don’t understand what is happening and they want the “super ac” button. Kinda like having a non-operable door close button in an elevator.
