The ceo's of major companies are not stupid, or idiots. I'm sure that after seeing what happened in China with a total shut down, they were aware of what would happen if they had to do the same. But, no one asked or directed, so they did not volunteer. Had a directive been given possibly only one production facility would have been needed from each auto maker. But now every plant is shut down with a huge backlog of unsold vehicles that are going to sit for months. And now it's going to be 2-3 months before any real production catches up to the need.. 3 months were wasted.
There were people in the know back in Dec/Jan who knew this was going to hit here. All it takes is a handful of infected people to get here and the boom happens. All entry to the US could not be stopped, but plans for this type of pandemic problem, and proper ways to fight it were laid out years ago. The people in charge just chose to ignore them.
