Fluttering speedo

So my speedo needle flutters pretty bad and varies about 10mph after I reach or surpass about 30mph.

I have a 1996 4x4 drivetrain. I just got done putting a 2000 cab onto it. I retained all electrical everything from the 1996.

I have checked all grounds to be on bare metal and ground straps too.

I am going to try swapping to another cluster to see if that is the problem.

Anybody have any ideas for me to try/consider?

Interior dome light, and rear speakers are not hooked up but I don't see how that could affect it unless MORE grounding is required.

does the 96 have the VSS and gear in the transfer case?

check the plastic gears on the VSS and inside the t/case

Yeah it does. I'll check those when I check the resistance reading on the VSS later today. Hopefully its just the sensor but I doubt it would go bad just from sitting for 6 weeks....

Idk how it would just go bad like that either.. my gear on the VSS was worn and not making good contact to the gear inside the t/case. When I changed the gear (correcting my speedo from gear ratio swap and tire change) it stopped the fluttering.
