Floor Pan Surface Rust Repair Question

I believe I have the classic high-mount brake light leak on my '03 supercab. Got a new gasket, will be installing shortly. I pulled out the seats and carpet today to assess the damage and, fortunately, no holes in the floor pan. But I want to grind out the rust and prime/paint or maybe POR-15 for good measure.

My question: what is adhered to the sheet metal of the floor pan? Is it heat shield? Sound deading material? I assume some of the rust has started to creep under it and I'll have to scrape/chip it off (if it was rubber at one point, then it's become very hard and brittle). But I kind of want to know what it is and if I should just scrape it off without putting something back in its place. See photos ...
