Will a 2000 3.0l 2wd ranger motor bolt in a 07 3.0l 2wd ranger? And if so can I stay with the 07 wiring harness?

Yes, for the most part. Upper and lower intake manifolds were slightly different between those years, so you'll probably want to swap over the '07 parts if you can. The older stuff could be made to work but will require some small changes so using the stuff from the 07 is probably easier than coming up with a bunch of small work arounds.
If one of the trucks is flex fuel and the other is not, then you'll need to swap the injectors too.

Thanks for that info and no either one is not flex fuel and the 00 motor will be going into the 07.

+1 ^^^

Matching the 2007 wiring harness is why you swap over the the intakes
You just want to use the 2000 3.0l Long block, engine with heads
Anything else that bolts on would probably be different between 2000 and 2007

Things to do when any engine is out
Rear main seal
Oil pan gasket, they leak
new oil pump, up to you

3.0l Vulcan engine was notorious in leaking coolant from front engine cover, timing chain cover, so replacing that gasket when doing oil pan gasket is a good idea, that also means new front main seal

Heads up
If its an automatic transmission, and your first swap with an automatic, you MUST SEAT the torque converter inside the bellhousing before bolting trans to engine
Not doing it this way will RUIN the transmission, full rebuild needed, so ruin your whole day, lol
