EEC-IV questions

My understanding is those cables only work with specific code readers that are OBD1 or 2.
I was wondering how that cable could work with "just any old OBD2 reader". Thanks for answering my question that it has to be a "special" OBD2 reader. As suggested below, given how cheap EEC-IV readers are at this point, you're probably better off with one of those.

Here it is in action It plugs in under the hood on the driver's side. There is a connector just in front of the fuse box. This was purchased from Autozone and was not expensive. I think under $20.
