All four. You need to be able to steer too. If you have a pair of tires with a lot more traction than the other pair you can run into a situation where the vehicle will swap ends very easily or it won't turn and you hit the ditch [or that idiot in front of you].
If you can't afford to get tires then at least get chains.
Don't buy used stud-able tires thinking you can get them studded, you can't. The holes fill up with sand and gravel.
