So I Recently swapped out my gauge cluster and the speedometer is now set to 23-25 miles per hour and I think I might have a few burnt light bulbs in the gauge cluster but I want to be sure because it was a pain in my a$$ to get that thing out and then back in (3X) my last count, so I'll include pics but if anyone can give me some info and help on where to begin it would be greatly appreciated maybe save me some effort and a few busted knuckles lol

Welcome to TRS :)

1996 thru 2003 Ranger clusters are plug and play, all the same wiring

Speedometer is either broken or someone removed the needle and didn't put it back on right
Its a pain to calibrate speedo once needle has been taken off, a PAIN

Google: 1997 ford ranger calibrate speedometer needle after removal

Good article here on getting cluster out and bulb replacement: https://www.therangerstation.com/tech/how-to-replace-instrument-cluster-lights/

I don't know where you are in this mess but my inclination says to (since all your other gauges are at ZERO) slip the needle off the speedo and kill the switch, then put the needle back on at hmmm, wonder where, maybe Zero?

Those gauges just don't vibe with me man. I wish they would let it be and let me look at the gauges and decide for myself which is, hmmm,
Do you used to used those gauges red and white marks how they are?

Sorry man, mine are the same way, I guess I've just learned to look past it.
I could only recommend getting a new one or a wrecking yard replacement.
The only yard I have near enough to me has a purchase price that adds a guarantee, so you could keep swapping till you find one that works
