Broke ignition accuator rod

It may be possible that's the best way to repair one, epoxy, unless they just did that prior to flipping it over on you. There's some tough stuff on the market now, most of it can be found at auto parts stores or even wmart(same stuff, same brands, different prices). If you try it you'll certainly want to clean off very well whatever their "repair" left behind with a brush or a file, prior to attempting it again

Their listing for Rangers starts at 2003 yours is 1999. Or are you working on a different one?

I went to a web site FordF150.net that showed that exact part and how to disassemble it and put it back together took him 6 hours. I typed in Ignition cylinder actuator rod for 99 ford ranger and that is what popped up might check that out.

Slide a pipe over the broken pieces to put them together, then, bolt the ends down. Good as new
