Condition is everything with golf carts and this one looks like it's part of someone's existing scrap pile. Since scrap isn't worth the gas it takes to haul it, I would offer him $200 and see what they say. If you cant start it or drive it then you can confirm anything the owner says about it.... Its really a shot in the dark but it's not worth a $600 gamble or even half that price....

Does it even have a title?
