2.3L ('83-'97) 88 2.3 trouble codes 13 and 42

Hi all
I have a 88 ford ranger with a 2.3 and a automatic transmission. I am having trouble with it idling when cold and when it warms up it has a high idle. I pulled the codes KOEO gets me a code 11 which is system pass. Then I did KOER and then I got the code 13 and 42. From what I've researched the code 13 has to do with the IAC not being able to control the idle properly. The code 42 is a system rich. I am wondering if the code 42 isn't causing the code 13? But where I am stumped is I can't figure out how to fix the code 42. I researched that it most commonly was a fuel pressure problem. I had recently changed the regulator and checked that it had right at 40 psi idling. Don't know where to look next anyone have any ideas?

You have to figure out if the oxygen sensor is telling the truth or is it lying. It's what is telling the computer the engine is running rich. Does the exhaust smell rich?

You have to figure out if the oxygen sensor is telling the truth or is it lying. It's what is telling the computer the engine is running rich. Does the exhaust smell rich?
Whenever I do a cold start I definitely think it is running rich. Then when it gets just a little bit of temperature in it it smooths out and idles fine other than to fast

Not to sound like a broken record, but have you cleaned the throttle body lately and also the idle air control valve?

Not to sound like a broken record, but have you cleaned the throttle body lately and also the idle air control valve?
I have changed the IAC twice. Got 1 from a parts store and had a known good one off of a mustang. I have not cleaned the throttle body. It didn't look to bad when I had it off to change the throttle position sensor a few days ago. But is one thing I have yet to try.

There should be a tiny crack around the throttle body at idle to let a certain amount of air through. That black/brown sticky stuff can build up around it and start blocking the idle air off. A portion of the idle air goes through the main butterfly, and then rest comes from the IAC.
