So its a Manual transfer case?

The dash lights both get 12volts with key on, they light up when they are Grounded, manual transfer cases have 2 wire connector that Grounds 1 wire in 4high and the other wire in 4low, no ground in 2WD or Neutral

Is instrument cluster Ranger or explorer?

I don't think it matters but it might, on Ranger C214 dash connector pins 2 and 3 are the Grounds for the 4WD lights
pin 2 light blue/black wire is 4low ground
pin 3 Grey wire is 4high ground

These run to GEM Module

Which ever is easier, pull the cluster or pull the radio to get to GEM

Yes, 2 wires on transfer case, 1 wire will be grounded in 4high, and the other wire will be grounded in 4low, you will need to test which is which

And run 2 wires from the switch into the cab.

If the 2000 Ranger still has the 8 wire connector for electric shift motor, by the transfer case, you could high jack 2 of those wires.
5 of them run to the GEM, and 2 to the 4x4 relay box behind the GEM

EDIT
Found this write up: https://www.explorerforum.com/forums/index.php?threads/convert-v8-awd-to-bw-4406-manual-shift-a-how-to-thread.166726/

Post #18 details what you want to do, with pictures :)

According to this post one wire is grounded in 4high, and BOTH are grounded in 4low so both lights would be on in 4low, I don't think that's an issue but the poster does detail how to add a relay so just the 4low light comes on in 4low
But it could be his switch was bad because I thought only 1 wire was grounded at a time
