Pin # 13 on the 4x4 control module needs to see ground, when your auto is in neutral, to shift into low... you no longer have an auto, I suspect that is your issue.

Problem is most likely Neutral switch/sensor, can't shift into 4low unless system "sees" that you are in Neutral, and...............speedo is at 0mph, and foot is on the brake pedal usually

Neutral in a Manual trans is clutch pedal down
So did you wire up the Clutch switch?

On the automatic's DTR sensor was a Grey/purple stripe wire, it runs to pin 13 on the 4x4CM(control module)
This wire needs to be Grounded to indicate Neutral to the 4x4CM

Unfortunately Ford must have bought alot of the grey/purple wire, lol, because there are 3 of them on the DTR sensor
Pin 8 on the DTR has the grey/purple wire you want, ground it

If you wired in the clutch switch then you could use it for 4Low
Clutch switch has 3 separate switches inside
All are OPEN when pedal is UP
All are CLOSED when pedal is down

One switch is used for activating starter motor, another is used for REV limiter, 3rd could be for 4WD system

Connect grey/purple wire and a ground wire to that one switches contacts, clutch pedal down = Neutral

Could i just ground the wire right at the 4x4cm or do i have to go all the way down to the dtr?

Did 4 low work before the trans swap?

actually now that i think about it, this is a different transmission and transfer case unit. Would there be any differences?

Talked to the local parts store and the case motors are different part numbers. So that may be a problem lol

Shouldn't be, all the electric shift BW1354's are the same as far as the shifting

Im rather frustrated with this issue. Is there any other reasons that it would refuse to go into 4 low?

2WD to 4H works and you can hear a relay click and the shift motor moves and then the 4H light on dash comes on

When you select 4L what happens?
Nothing at all
or
Something, i.e. relay click, flashing 4WD light..............

Since you have grounded pin 13, unhook either battery cable and touch it to the other battery cable, that will drain capacitors and all modules memories, then reconnect battery and try 4WD system again

Did you add a clutch switch yet?

I don't see anything in the system that would prevent 4low if pin 13 is grounded and foot is on brake

The "door ajar" light must be working and OFF, I assume it is

I don't like coincidences but.......................maybe 4WD switch is not working for 4LOW
The switch has 3 resistors
The 4x4CM sends the switch 5volts
4x4CM gets back
4volts from 2WD setting
3volts for 4high setting
2volts for 4low setting

So pretty simple setup
