2003 3.0 Misfire over 3000 RPM and at hard acceleration

I have a 2003 Ranger 3.0 FF (only 88,000 miles) I have a misfire under hard acceleration and over 3000 RPM. No codes. No Check Engine Light. I found this Technical Service Bulletin but am dreading taking it to a dealer. https://www.tsbsearch.com/Ford/05-22-12

What should I tell the dealer so he doesn't rob me?

how hard is it to replace that synchronizer? might be better to do yourself if its not hard

I have never changed the Synchronizer Shaft (if that is even what my problem is). It connects to the oil pump just like the old style distributers used to do. So I don't know how hard it is and I have read that you need a special tool to align or time it to do the job which I don't have either.
I'm just guessing that the TSB (Technical Service Bulletin) sounds like my symptoms with no check engine light.
I took it to an independent mechanic and he said that he can't do anything until it throws a code. I don't like driving it around with it misfiring and bucking. That caused me to lose faith in that guy.
I just talked to the Ford Dealer, he said it would be $200 to diagnose it. I am going to drop off the Ranger tonight and let them deal with it. I'm fearing the final cost but what can I do?
