2002 F350 Powerstroke weird noise under dash

My 2002 F350 has started making a weird noise under the dash and the best way I can explain it is an electrical sound. I will include the video so you can get a better idea of what I am talking about. It is the "clicking" sound that you hear. Just want to know what it is and if I should be concerned with it.

Along with that the electronics work sporadically (windows, radio) sometimes. Sometimes they won't work on initial start up and it takes a couple minutes for them to start working.

Any help would be appreciated.

My F350 also has a clicking racket. I think my noise is the glow plug timer counting down or at least something to do with the glow plugs. Fairly loud clicks. Your link did not work.

It even does it when the key isn't in the ignition...kinda has me worried.
