2002 2wd 3.0 V6 Ranger Turn Signal/Electrical Issue

I've been working on my 94 yr old Pops '02 Ranger trying to get it in good working order and get it inspected so he can pass it down to my nephew. The truck is super clean (81K) and my Dad has been very meticulous maintaining it. The issue I'm having is trying to get the blinkers and Flashers to work properly. Presently, I've changed out the inside door fuse (#21 Flasher), changed out the factory blue flasher/Relay box under the dash driver side and even ordered and installed the whole turn signal/wiper arm assembly and haven't had any luck. Reviewing all of the fuses and their functions, both inside the door and under the hood, no other fuses seem to be related to the turn signal/hazard lights. I thought for sure, or at least hoped that after ruling out the relay and fuses, and taking the time and effort to crack open the steering column and replace the wiper/turn signal arm, I would have solved the issue - No such luck.

Does this model/year Ranger have inherent electrical issues? The truck runs like a top and looks great for 22 yrs old, I've just run out of ideas. Any help/ideas would be appreciated.
Not related but I pulled the steering wheel and replaced the rotted out cruise buttons too

You haven’t explained this issue. You said you have an issue, you’re trying to get the blinkers/flashers to work properly, and what you changed… you’ll probably get more help if you explain what the blinkers/flashers are or aren’t doing properly.

I don’t have an advanced OBD2 scanner so I can’t check on mine but hopefully someone knows whether this ECM/BCM reports on requested turn signal activation or not - or if the computer is even involved on this model. That’s where I’d start - at least then you know whether to troubleshoot upstream or downstream of the computer.

Doublecheck that fuse box. It could also be a faulty relay.

Hate to ask the obvious,
but have you checked the bulbs?
Are they the correct bulbs ?

Thanks for the responses. Yes, the lights/bulbs are fine and I've tried two new relays/flashers. Lefty may have said I did not describe what actually occurs when testing them. Essentially, with the truck running, I can pull down (or up) on the (new or old) blinker arm (I replaced it) and the turn signal just stays on solid (no flashing), same left or right. Hazards don't come on at all when I activate them. I've gone thru the fuses and they're fine, bulbs are fine, went thru two new relays/flashers and replaced the wiper/turn signal arm. The only thing I haven't done is replace the entire inside door fuse box itself, along with the one under the hood.

Troubling! I most certainly would not try to replace the fuse boxes.

Quick Googling says 02 has a separate flasher relay. Not part of the GEM. So i'd try to find it. Assuming the right bulbs are installed (not LED) and at full brightness. A bad connection can cause dimly lit bulbs and no flashing.

Plain Jane bulbs - not LED. Separate flasher relay - interesting. Guess I could do some wiring diagram research - Thanks. On another note, nephew did admit to giving the engine bay area a mild spray & rinse and swears he stayed away from the under-hood fuse box. Hard to say, but he could have shorted out that mystery 2nd relay wherever that might be.

I don't think I've ever used a sprayer underhood that it didn't cause some kind of problem. Granted those would have been problems soon either way... Last time I "melted" the reservoir on top of the brake master cylinder.
