2.9 only starts in "clear flooded engine mode"

First off, thank you for your help thus far @RonD
All new injector wiring and connectors which fixed the short, remanufactured injectors from AUS Injection, and a Cardone ECU. It's still dumping fuel 😵💫

Fuel injector bank 1 (1,2,4) to pin 58 & bank 2 (3,5,6) to pin 59 wiring is verified correct and both pins have 12.65v. The FPR diaphragm isn't leaking into vacuum line and fuel rail pressure @40psi.

I've replaced ECT, O2, IAC, MAP, ACT, TPS sensors prior to all the aforementioned work. I just finished ohm and voltage check on the new ECT, IAC, and ACT sensors, all passed the tests. I have correct voltage at MAP and it makes zero difference if I use old or new sensor, wish I had a hand vacuum pump and a frequency meter to verify the sensor is within spec.

UPDATE: 5 of 6 rebuilt injectors were leaking, installed the original ones and they passed leak testing before installing fuel rail. Still only starts in "clear flooded engine mode" I ohm tested the original injectors, 3@ 14-15ohm 3@ 19-20ohm.
