How dumb are the recovery drivers where you race? Gotta make sure you mark the tow hooks? (No offense to any recovery drivers. I would do it if I could.)

Its in the rulebook. Any rulebook I've looked at has the same rule. I think a lot of rules are just copy and paste, at least in the more grassroots racing.
