1996 Ford Ranger 3.0 V6 Head Bolts Torque

Hi. I am going to install new head gaskets and bolts, and according the manual the torque is specified in two steps:
Step 1: 33 to 41 Ft-lbs
Step 2: 63 to 73 Ft-lbs
I am going to clean out the threads with a chaser APR M11x1.5 and apply a thin coat of anti seize copper grease on the new head bolts. My question is the ideal torque is the average between 33 to 41 and 63 to 73? Thanks for you time.

Yes, that is correct, the 3.0l didn't use TTY(torque to yield) head bolts until 1999

Best practice, in my opinion, is to tighten all bolts to 50ft/lb, then untighten each 1 full turn
Then do the 40ft/lb and then the 70ft/lb

EDIT:
Found the specs for 1991 to 1998 3.0l Ranger, 1st 59, 2nd loosen one turn, 3rd 37, 4th 68
