1993 Ford Ranger 2.3L fuel pump question

I have a 1993 ford ranger my fuel pump doesn't always come on when I turn the key. I replaced the pump and inertia switch. It still doesn't come on everytime.. I can turn the ignition on and let it sit for a few minutes and it will usually come on after a few minutes. I also replaced the plug on top of the fuel pump. Any ideas? Could it be my ECM?

Could be the computer, could be the relay, could be the wiring. You will have to test everything before you can be sure what is causing the problem.
