1990 ranger 4.0 swap issues.

the starter engages. therefore I will have to check the neutral switch. where on the tranny is this located?

I would recommend testing the switch, or at least looking to see if switch is in place and hasn't fallen off

Ok. I put my tester on the small post of the relay. With the wire attached. and it goes from 5 volts to about 9 volts when u turn the key.

Test battery first, see what voltage it has, good battery is 12.3volts to 12.8volts

Test the "S" wire when its unhooked from relay, should be "Battery Voltage" with key in START, clutch pedal DOWN
0volts other wise

My battery had 12.6 volts and I pulled the wire off and did the clutch down key to start and I got a reading of zero.

Then I would pull the connector on the clutch switch and test its wires.

In 1990 there should be two Pink wires, one is from the ignition switch(12v in START) and the other goes to the starter relay "S" wire, which would be a Red wire with light blue stripe at the relay end

The clutch switch connects these two pink wires together when clutch pedal is down all the way

Ok so put the positive meter lead on one and then type negative lead to ground and turn the key?

Sure.

Or just jumper the two pink wires together and turn the key, but make sure clutch pedal is down in case it starts(assuming starter relay "S" wire is hooked back up)
