'03 Ranger miss at 3K rpm

I'm working on an '03 3.0 Ranger.
It won't rev above 3K rpm, at that point it acts like it's running on less than
6 cylinders.
There are no codes, none stored.
I replaced air filter, fuel filter and plugs with no improvement.

The truck ran fine until it was stolen, now it has this issue.
Any suggestions?
With this exception it seems to be fine, we got lucky in that respect.

Computer does have a REV Limiter set for around 3,000-3,500 RPM, your description matches exactly what happens when REV Limiter kicks in.

It is active if trans is in Park/neutral, or Clutch pedal is in, and if speed is under 5MPH I believe
So does speedo work?
Or maybe the Park/neutral wire on the NSS(neutral safety switch), or clutch switch has been damaged

I'm a functional idiot on anything beyond 1st gen.
I haven't tried it in gear, other that to put it up on ramps. I will drive it when I get next to it again next weekend.
Of course my assumption was that there was something seriously amiss, haha.
