Most states do these days, nobody is as strict statewide as CA though. Some parts of PA have tests that are similar to CA, but the limits aren't as strict. The rest of our emissions test program is a joke meant to pacify dirty hippies.

Arizona is as strict as California now. They also require that new vehicles meet CA emissions standards. They also require 67-1980 vehicle to get tested every year.

Nobody is trying to pacify anyone. When you have a large metro area, say the size of Dallas or Atlanta, you are going to have a significant amount of air pollution from transportation. In the Western half of the country the summer climate and terrain exacerbate the problem. Ozone is a problem in hot, sunny areas of the country, and when you get up north places that get cold like Chicago have a problem with pollution due to engines running colder. So, we have a variety of ways to reduce these problems on a nationwide scale. If we didn't do it we would have a problem with air pollution you couldn't even imagine. Another positive side of this is that the engines last a lot longer, have more horsepower, and use less fuel.

So since I'm in CA, per Coparts rules i had to go through a Broker so that's additional fees off the bat. There were two types of bids, preauction and live, so by the time I entered the live bidding the truck started at around 500. I won at 950, but the seller wasn't ready to let it go at that price. I ended up at 1450. So in addition to my broker fees, + ~500 and coparts dumbass fees, + ~500, I ended with a grand total of ~2400. A lot? Oh yeah, way more than I expected but I was locked at that point. Though I suppose it's all relative no? This was the year I wanted, the body is straight, kinda clean interior, 4x4, all manual so less headache there, only 148k miles, and since it was previously a lifeguard truck it was well maintained by the city. Haven't found another truck like it online since in my general area. After my major tune up it started and moved like a champ, so no gigantic repair cost ultimately.
Do they verify residence? If not, I would bid for it as a resident of another state and have it delivered there (I know someone in Reno).

And some of us have to pay the penalty for what the neighboring State does or doesn’t do because politicians don’t understand the concept of prevailing winds. Southwestern PA gets dinged in pollution ratings quite regularly and Ohio doesn’t even have emissions requirements. The prevailing winds come from a north westerly direction. Guess where Ohio is.

CA doesn't sniff the tail pipe on newer vehicles anymore. On my 2002 (not that new) they just plug into the OBD port and do a visual inspection. I guess as long as no codes are stored or pending, it passes.

An obd2 computer is generally alot smarter than a minimum wage government employee so yea... they just rely on that.

A lot of the bigger cities do.

There are a lot of factories and the like in Ohio too.

I figured with no CEL... no driveability issues and a new Cat... she would go through.

When I did emission testing in Michigan it was 220 ppm HC and 2.0 percent CO. However we could barely make the damn things run with all the BS mixture control solenoids... variable venturis... stepper motors... tamper proof everything on the feedback carbs we had in that era.

That little yellow truck is coming along nicely... good work.
