my guess would be that you have a connection to the solenoid that is not doing well in the cold weather. my guess is that it is probably easy to get to as warming up the transmission/ internal temps are not affecting it, so probably a connection out in the weather under the truck. unplug it...

I agree, there is something else in the driveline that is hecking him. if I were to guess, the fuel filter may be plugged especially since he had to clean out the tar out of the fuel tank. there were also some weirdness with the rpms when he pushed in the clutch, so not sure what that was...

wasn't sure if PATS was in 99 or not. sounds like you got lucky, go grab a kit from Autozone and drill the old one out. Now you will have two keys, one for the doors and one for the ignition. I would still give your BIL a dope slap lol

99 may have PATS if it is a V6... give your BIL a dope slap, get the free column and pay a dealer or locksmith to set up a new key that fits the new ignition. If it doesn't have PATS, yank the old cylinder out (you may have to drill it) and get the kit at any autoparts store.
