Manual Locking hubs not engaging 4x4

I have a 1992 2.9 v6 4x4. It came with auto hubs and push button 4wd but the owner before me swapped to manual hubs. I can’t get mug 4wd to engage. i get out and lock hubs then push 4wd and i hear something click and make some noise. Then i’ll back up and drive forward a little. It says it’s on but 4 isn’t actually working. I’ve tried a ton of combinations of locking them after pushing the button and such. Any ideas? P.S.-The truck WILL go into low gear but not 4wd.

You probably have one hub that isn't locking properly. Lock one at a time and roll the truck to see if the axle shafts are moving.
