Is there a chart that defines how big the diameter of tires are? I understand that it's a ratio of the rim size, and sidewall. I see posts where guys are switching back and forth. Am I missing something?

the metric tire sizes are like this.

the first number is the tire width in mm.
the second is the percent of the width that the side wall height is, the third is obviously the rim size.

if you know this much, you can convert them fairly easily with a calculator.
