It is a much bigger job than that. Most engines, the heads must come off to replace a lifter.
For a camshaft the lifters must be pulled and the entire front of the engine parts must come off. Then the radiator must be pulled and in many instances the grill also.. Then the camshaft can be pulled and replaced with a new one.

Cams and lifters ain't easy-peasy..

i meant lifters and push rods. my bad. the cam shaft is staying. i only said cams because i know i have roller cams. i think we pulled one of the lifters through the hole in the head when i had it apart before hand. i dont remember if the head was on or off

In order to replace the lifters, yes, you have to remove the heads. The intake ports are just above the lifters, making removal impossible unless the heads are already off.

I don't know what's making you think you need to replace the lifters, however, the pushrod end / rocker arm joint is where most of the wear in the valvetrain takes place on a 4.0L. If you're troubleshooting a valvetrain noise, that should be the first place to look.

really. because when i put the engine together the hole where the push rod goes in seemed to be big enough for the lifter to fit through. i didn't know that about the rocker though. i was planning on replacing that too anyway but the less i have to take off to do it all the better

I cant really help with the cam and lifter question but since you are replacing rockers and rods go with delta cam hardened ones.
