The geometry of power steering setups make it very very hard to turn the wheels(while stopped) if there is no "power", just like pushing brake pedal with "power" brakes lacking the "power" part is very hard to do.

So power steering pump issue would be first guess.

Do you have a locker up front, or is it welded/spooled?

If its welded/spooled, then hydro assist is a must. You will destroy the box in a hurry with out a hydro ram assist, not too mention only be able to turn the wheels if the ujoints are at just the right spot...

No good way to add hydro assist to TTB. You should stick with a locker. That way when you are aren't on the skinny pedal you can turn.

No aftermarket pump will solve your issue. You will blow the seals out of the box or snap a sector shaft if you wheel it 100% locked.

Trust me, been there, done it.

Southington Offroad in OH. (Used to be Jeep Skool). I have wheeled with Stillwell stompers and hit Bundy Hill in MI a few times.

No good way to add hydro assist to TTB.
Maybe if it still has the stock linkage on it...

If you swap to a K-link or a similar steering setup (something you should do anyway if you like good handling and tire wear), you can easily mount the ram to it's centerlink.

And hydro-assist or not, a welded/spooled front still robs you of turning radius. I'd suggest swapping to an actual locker no matter what.
