That could be caused by a bad fuel filter.

Generally when a 2.9's regulator fails it causes high pressure, not low pressure.

I'd be looking at either a restriction (plugged filter, there are 2 BTW, crushed line, etc) or the high pressure pump.

hey did you ever figure out what caused the pressure to drop? mine's doing the same thing.
