no gas gauge

My gas gauge reads empty as I am driving, but when I shut the truck off it will go to 1/4 of a tank. I have been told it is a ground issue but I can't find anything out of place. I was hoping someone could point me in the right direction.

The Fuel pump and fuel level sender grounds are usually located near the inertia switch, passenger foot well or kick panel.

There is also a connector near the fuel tank that will have 4 wires, 2 for fuel pump and 2 for fuel level sender.

Pink/black wire should be power for pump(this wire starts at inertia switch)
Black is ground for pump(so should this wire)

Yellow/white goes to fuel gauge in dash
Orange is ground for fuel level sender(could be grounded with above black wire, not sure)
