Just wanted to let everyone know I resolved the issue today. After checking the power diode and checking voltages in other places I found the problem accidentally. After connecting and disconnecting the battery a few times the negative battery cable came apart. after investigating and taking apart a ton of electrical tape I found that the previous owner had tried to extend the cables. For some reason though there where two grounds that where dissconnected and taped up. These grounds happened to head in the direction of the PCM so I hooked them up to the terminal and now I got a running truck for cheap. Thing that worries me is the guy I bought it from is a helicopter mechanic. Anyway thanks to everyone who gave me input and posted, I learned a lot as well as fixing my truck. Now on to the engine swap and lift kit.
