Sputtering Ranger

Recently my 99 3.0 L ranger started sputtering. When i hit 2500 to 3000 rpm the truck will lose power but regain it a second later. it will continue doing this until i have shifted to the next gear. my initial thought was the fuel filter. not enough fuel was getting into the engine. I was also told it could be the fuel pump or a clogged catalytic converter. Any suggestions on where to start?

Inadequate fuel supply seems like a good place to start, or possibly an ignition issue. Do you have any CELs, or fault codes?
